VAT on livery/services

Can anyone tell me what the score is here?
Girl moving to yard said YO says won't charge VAT on livery but will only charge VAT on services(turn out etc).
I thought this was done away with years ago (or I could have imagined it -very possible)

its very possible and she is is correct if VAT reg'd.
