very tiny saddle required - ideas?

A friend of mine is looking for a very tiny saddle for a 8hh mini shetland. I think she has one of the cub type saddles but that it is too big, the pony is to be ridden by a small 5 year old and they would like to do some leading rein stuff so a pad isn't going to do it. Any ideas where such a thing can be found?

there's a synthetic one which is about £50 and which has a front handle for the kiddie to hold onto, and moveable panels underneath, velcro'd on, iirc, which can obviously be moved for different widths. i can't remember who makes it, might be thorogood? it's in the big tack catalogues that come free with h&h etc occasionally.
would that still be too big?
otherwise get a saddler to make a glorified pad with pommel and cantle. Barry Swaine made one specially for one of my r.d.a. pupils, who couldn't cope with a normal saddle, and it was great.
