Viking way and hay bales

Hi all,
We're lucky enough to live right next to the Viking way so hours of off road hacking BUT we get a lot of 4x4's, quad bikes and motorbikes pretty much ruining the path for everyone else because they create massive ruts and holes, it is hard enough trying to get through it all on horses let alone walking it on foot! The Viking way is very wide in places though, half would be straight, flat grass verge and the other half ruts and dips, so then it creates perfect route for everyone to enjoy. We've had off roaders starting to use the flat grassy bits and making a mess of those too purely because they've made such a mess of the other half that it is impossible to use by anyone! Is there anything we could do to appeal for them to use the rutted bits so that the Viking way doesn't become 1 massive rut only suitable for off roaders?
Also, when the council cuts the grass on the wide verges, and on the Viking way, they make it all into small hay bales, but then they just leave them to rot on the sides. It's not the best hay BUT its still hay. I was thinking, maybe its worth contacting the council with an idea of donating the cut bales to local rescue centres for horses, donkeys, livestock and rodents? Is this a good idea or should I just leave it be?
The problem with those is that they bale the hay up, and just leave the bales scattered round everywhere, so by the time we get to winter, we have piles of rotting hay wrapped in twine everywhere :(
 
I don't know which bit of the Viking Way you live near, but I live near a section and it has recently been closed to all vehicles due to the damage caused as it is apparently a SSSI, this might just be in our area but it might be worth you finding out?
 
Ours has been blocked by huge logs across each end but the quad bikes and motorbikes still get though, they just go over the top of those hence us being a bit upset as we can't get through because they damaged it so badly, so we can't use it because of them yet they are still getting through and damaging it even more :( Sorry for being thick but what is SSSI??
 
Is the Viking Way the one which runs through two county borders - Lincs and Leics?

if so then yes parts of it are in absolutely appalling, dangerous condition as I found out when I tried to do a 3-day BridleRides holiday in that area. Far too deep to be safe enough even to walk in, let alone horse or cycle. My friend and I ended up on a big detour along the verge of a busy road to avoid the worst bit. Nightmare.

Once home I wrote and complained to both councils' highways depts and both at the time said the ownership of that particular stretch, well they weren't sure if it belonged to Leic or Lincs and Lincs weren't going to maintain Leics and vice versa.

I've never returned to the area so have no idea if the highways authority ever did do anything to rectify that length of byway. Can't remember exactly where it was now either, somewhere up around Belvoir/Melton Mowbray/Rutland area.
