Walking dogs

Do you legally have to walk your dogs??? I know you have to provide food, water etc but do you legally have to walk them?

I ask because Im sure the 2 dogs next door to me at home have never seen the outside of the garden - I feel so sorry for them. One is a puppy and is destroying everything and barks all the bloody time

You can report the dog barking to your local council, they will probably ask you to keep diary so if you already have info you can supply it. The council should then write to dog owner telling them of complaint and ask them to do something about it. Obviously if they don't the council can then take the matter further
 
I don't believe you do. If they're causing a lot of noise, you can put a complaint in and see what happens. Poor things.

I remember reading that, in Turin, you can face a hefty fine if you don't walk your dog three times a day.
 
I think it could be an interesting moot point as it depends on the interpretation of the act.

Now although walking is not mentioned, I think any Lawyer worth their salt could argue that :

"To exhibit normal behaviour patterns"
Would be a sticking point if kept locked in a garden. Be very interesting to see what any legal beagles can add! I feel for you as we have had exactly the same here. I approached the owners directly as couldn't stand to see the dogs like that and was told where to go as you can imagine! Still I put forward an irrefutable argument and hope I made them feel less than comfortable. They have moved now but I hope they are walking their dogs.

Basically by brow beating!
I approached them by asking where they walked their dogs and for how long as I had never seen them leave the garden and stated the times I had noticed they were out from when to when. I was told it was non of my business. I agreed but asked hm to humour me.
I also said that did they think it reasonable or fair given that all dogs needed a fair amount of exercise per day given the breed and age requirements and was there anything to proclude them from exercise. I was told to mind my own business and what right did I have. I said I had no rights other than the right to ask the question! By this time the 'man' was getting abusive and heated. I stayed calm and asked him purely to satisfy my curiosity and convince me otherwise. He told me he wasn't going to, I added I doubt he could and he stormed off inside. I strongly recommend you don't approach anyone unless you are prepared for the backlash. I would ring a dog warden as they have at least some authority behind them. I am passed caring and little in this way phases me. It used to but doesn't now. I hate doing it but the poor animals were freezing and just staring at the door from morning until late afternoon. All day, every day.

I wish there was a law which said people had to walk their dogs. Where I used to live the fashion was for Shi Tzu puppies. Two of my stupid, ignorant neighbours bought them and never once in two years did I see either dog go out for a walk. I used to walk my whippet past their houses twice a day and their poor little dogs would be sitting in the windows staring out. I felt so sorry for them.

One of the owners was so obese that she could barely walk from her front door to her car (which was the longest trip I ever saw her undertake) and it would have done her good to walk her unhappy little dog but she obviously couldn't be bothered when there were so many riveting TV programmes to watch whilst she vegetated on her comfy sofa.....
 
In parts of America, no one walks anywhere full stop, and it isn't customary to walk dogs either. They refer to them as yard dogs. They never go outside the yard

Thanks for the info guys and thanks woolly for your tips. I shall get onto the local authority and take it from there otherwise the poor puppy will go mad looking and 4 garden fences for the rest of its life! Its tried to escape on numerous occasions so I think thats a sign its not happy!!
