Walking pony inhand on the road

Due to a injury to myself i unable to ride at present, so to keep my Gelding at least active i have to walk him inhand on the roads
I am unsure what i should be using on him for this ie bridle or headcoller?
I currently wear helmet and tabard, i'm thinking of buying him florescent leg wraps thats if he keeps them on?
 
For insurance purposes horses must be led in a bit when on the road. A friend discovered this when looking at her insurance policy as her horses had to be led down a short stretch of road to be turned out. It's also safer
 
I second sassybebe, for insurance/law purposes you have to use a bit on the road. If something happened whilst out to you or someone else youd be "stuffed" as it would all be null and void.
