I rode yesterday, had same exercise sheet on (not dirty - am quite OCD about his things)
and when we got back in an area where his saddle flaps are i noticed a rash, bit like nettle rash (he is fully clipped - last done end of Jan - summer coat coming through) on both sides of his ribs.

Now this afternoon, the rash is spreading(slightly) towards his withers (so didnt ride today)
Put some tea tree spray on, but worrying (over protective an all that)

Is he broken?

It might be a heat rash if he got a bit warm under the saddle flaps. Or it could be an allergic reaction to something touching his skin (like your washing powder if you've washed your numnah/the exercise sheet, or even clipper oil).
It could also be urticaria (an allergic reaction to changes in food...if you have made any changes recently?).
You could wash the area in saline solution, and make sure he has a clean rug on...if the rash persists, your vet will be able to give you anti-inflammatories and other drugs to help, depending on the cause.

No dietary changes, only difference is a clean stable rug!

Must be the clean stable rug then....washing powder is quite a common (human) allergen....could you avoid using it, or put a fleece or a summersheet (or even just a sheet from your house) underneath to stop skin contact?

my horse had these and had a cortisone jab and was washed in in maverol as it was an allergic reaction.

try taking the sheet off and try and keep him cool as the heat under the rugs may make the lumps worse.

pm me if you want to ask more.
