Water additive to clean teeth…do they work?

I have been brushing my old Rottie’s teeth and putting dental enzymes on her food but I have been looking at a product by PetLab to put in their water and wondered if this sort of thing works or is a good idea? Thank you!
 
Old dog (17) had a gum infection caused by general scabbiness. The vet said he was too old for a proper deep clean so prescribed antibiotics. He also said that I would need more antibiotics as this was a temporary fix. I started using petkin liquid oral care in his water and although it made no difference to the appearance of his teeth or his breath he appeared to be comfortable in his mouth until old age caught up with him at the age of 20.
 
Harvey has Plaque Off, which is a powder and goes over his food. It's made quite a difference to his teeth and the last time he went to the vet, she asked how often I brush his teeth! I do do them every so often, but not religiously, and she was surprised, and I think it must be the Plaque Off. It's not cheap, but a tub lasts a long time.
