Waterproof, warm over trousers for short legs?!

Can anybody recommend decent over trousers that will keep my legs warm and dry (I get really bad chilblains on my thighs) and that don't drag on the floor as I have short legs!
I'm 5ft2 on a good day!
Any suggestions?

Get some ski trousers, I got mine in TK Maxx and they were about £25 quid, they are perfect, I got the lightest ones as I didn't need anything too thick, but they did have lots of really thick ones! defo worth a try

I'm another shorty - I've just bought the equetech arctic thermal underbreeches and they are fabulous - really thick and warm, I then put normal breeches on and if it's wet I have the Toggi overtrousers which aren't too long. If it's not raining I have a pair of neoprene chaps which are great for riding in

golfing waterproofs, very cosy on top of jods, turn up the legs to suit and you have a built in hay/straw catcher, can't lose
