Mine isn't. And its a very deep rug so not great for little fine types..had to swap mine as he kept standing on it getting up.

Mine isn't either but it is over-laid (the end of the neck cover extends over the start of the rug, sorry - really hard to explain!!) so looks like you could remove it and add some straps to make it removeable.
Good rugs though for the money.
