weatherbys foal registration question

If a foal is by a registerd pure bred stallion, but not liscenced, and a registerd purebred mare. is the foal eligable for registration?

Purebred what? Thoroughbred? TB's are not graded, so as long as Weatherbys are aware that both sire and dam have 'gone to stud' (should be stamped in the passport), then yes, a pure TB foal can be registered with Weatherbys. Just make sure you do it before the end of July, otherwise the registration fee goes up considerably.
