This is a massive problem where I live, we have an open front garden so a lot of dogs come and use it to relieve themselves. Unfortunately non of them have a collar. I saw one household just open the front door and let their dog out into the cul de sac. One used to break into our garden and raid the recycling so we've built a bin store I was so worried about it eating out of cans etc and getting injured. The dog warden caught that one but I would say there's still about 4 who are let out to walk themselves along the street!!! They also pee up recycling boxes I then have to bring in, jump in cars and harass children and dogs everytime you walk past as well as their 'presents'. local dog warden only comes out if you've caught the dog and with two small children in tow I'm not prepared to faff about catching a stray dog. We've also had stray goats everyday for two months before. And they do far more damage than stray dogs. :-D
