Have only ever used leather - but I would think neoprene could be as good, although may stretch on the legs with the weight in them? As leather boots are generally very well strapped on, with no risk of slipping.
I wasn't actually using them myself - just strapping them on for a lady I worked for - on the hind legs. Sorry didn't explain that very well!
I haven't heard of using them on the front - although I could just be a bit sheltered!! Have you tried jumping at home over a square or hexagnoal shaped wooden pole? Most poles now are so light they barely feel it when they hit them, and some of them just need to occasionally feel it a bit more than others. Square poles can take a bit more of a kocking to actually knock them down.
Have you also tried practising over an upright with two poles resting on it from the ground in a V shape - really helps them snap up in front. Some grid work inc a bounce or two might also help in picking up.
I've just bought some really heavy poles from a local timber merchant. Now I school without boots as some just aren't feeling the knocks from the poles and are getting lazy with legs.

Generally yes...the gelding is just taking them out with his legs though, and my wooden poles rather than plastic are working.
never put weighted tendon boots on the front, it kills theyre jump and after a while stop jumpin
on the backs it workss to get theyre back end out the way fo fencess better, best if u put them on before u go in the ring like 1 person before. i would get leather as the pressure affects the effect too, and neoprene will stretch
Best thing to get them picking up is a square oxer with /\ pole and then a pole resting diagonally along the top, on end resting on the front, one on the back
Kat- we do this already, We have done everything its a technique thing I think but thought id give the weighted ones a try as someone had suggested them to me.
Bought some second hand off ebay so will see hoe we get on. Not going to bother now till next year as concentrating on new horse now and leaving youngster to mature and grow a bit
