Weird sticky-up patches of fur

A pony mare I look after occassionally gets random patches on her where the hairs stick up, whilst everywhere else stays the same. This only happens very rarely, in areas of roughly 10cm circular patches generally on her neck, sides or hindquarters. Does not seem to cause her any concern and probably nothing but does anyone have any idea why this occurs?
 
Are they grooming patches?
If not, Do you bath her in anything like soap liquid or anything?
My mare was always fine being washed in soap liquid then all of a sudden she came up in lumps from it?
just a thought, hope they clear up. x
 
Is your horse rugged up?? If the rug gets pulled forward whilst on the horse it will push the hair up and against the natural direction. Making the hair stick up where it has been in this position for a while!
 
None of the above! Think its only ever happened in summer in the stable so not from rugs or nettles, not rainscald and they are not lumps, the skin is fine underneath its just the hair that stands up in patches.
