Welfare concern

I need some advise from members. I share a yard and paddocks with another lady. We have a horse each on the yard. I am growing increasingly concerned for her horse's welfare. I had raised these concerns with her over the last year or so. It started when her horse got laminitis. After a lot of bugging on my part she called the vet and laminitis was confirmed. Once her horse recovered, he still to me didn't seem right. He started losing topline, became sluggish and looked dead in the eyes. He now has excessive muscle build up in all the wrong places, has pot belly and looks lame all the time. I again addressed my concerns, to be told there's nothing wrong he's just lazy. I asked if she'd considered having a blood test for cushings. She did not want to cause she didn't think there was anything wrong. Over the past few months I've watched the horse deteriorate.
Over the past few weeks I've gone to the yard and her horse has no water, no grass or hay. He looks like he's on deaths door. Again I've asked if she has called a vet, this time I was told i am paranoid and he's grumpy cause he's foot sore. I'm at my wits end and don't know what to do. Has anyone had a similar experience and can offer me some advise?

Thank you. I'm prepared for a backlash but I'm so worried for the little horse. I've just got the details of our local bhs welfare officer so I'll call her. Thanks again
