Were they cold or does that coat grow back?!

Had two of my horses fully clipped, they had good rugs on but didnt have neck attachments on.

Thin strands of long hair grew back only on their neck - did they grow back 'cos they were cold or is this normal?!

Its normal, they are called cat hairs and people usually just pull them out although i prefer to run my small trimmers thru them to remove.
