A friend abroad needs a couple of cinch tie straps for western saddles (she lives in rural Bosnia and not many chances to buy there) but I'm not really familiar with buying western equipment. I've seen some on eBay, Amazon etc. but don't really trust the quality of the leather.

Can anyone recommend a store online for such things please?

David Deptford at Sovereign Quarter Horses used to have a western tack shop.
 
I was at Sovereign Quarter Horses at the weekend and they had off billets and latigos (I think that's what you mean by cinch tie) in stock. They've got an online shop on the website.
 
Is it a cinch hobble you're looking for, to stop the rear cinch slipping back?
If so I hardly ever used a specific strap, usually just braided leather lace. Easy to make to the correct length and plenty of spares around when needed.
Otherwise a leather curb strap is exactly the same but with a different label on in the shop.
