Mine are on straw - I have one who coughs when he's in, but is no worse on straw than he was on all the other bedding materials I tried. I won't use small bales though, as I find them dustier than the large rectangular bales I buy. They seem to be virtually dust free - my hay supplier is a gem, and makes sure he brings me lovely dry, clean stuff.
