What bedding should I use?

I think Roo has some form of dust allergy, as she coughs alot when stabled. I soaked her hay but the straw was dusty and I want to try something else this year.
I want something that isn't too expensive/don't need to use much of.
I have found a leaflet for Easy Lay Chopped Straw, does anyone have experience of it? Should I get shavings or are the super absorbant beddings better and which ones as there seems to be alot of different ones.
I can't have rubber matting, and I'm not allowed to leave her out all winter. Yard rules.

Hemcore/Aubiose. Really straightforward to use,just skip out the poo,then take out wet once a week. I only ever had to put in half to one bag a week after first laying.
 
I don't personally use it but have friends who highly regard it. Try www.purebed.co.uk although being their product it will obviously give a very biaed review

I use shredded / chopped cardboard looks like small squares, dust free and megga absorbant, also very cheap (approx. £3 a bale).
It does look a bit funky to begin with but easy to deal with. Also can be mixed with shavings.

My horse suffers with the dust throughout the year and pollen in the summer. You could always try a supplement in her feed? Works really well for him as the yard Im on only allows shavings. Something else to try maybe if the change in bedding doesn't help
