my new cob has been rode in a pelham bit for the past 2 years, when i went to try her out she didn"t feel strong at all but has got quite a hard mouth(assuming its from being rode on a phelam) im quite a big fan of snaffle bits all mine are rode in them, would you put her in a snaffle and see how it goes or keep the pelham as its what shes used to,
 
I have been told you can remouth a horse by tying three curb chains in place of a bit , a few times a day for 2 or 3 days. (Don't try and ride in it!) It encourages the horse to salivate. I haven't tried it but it sounds like it might work.
 
I would just give it a go in the school, might take him a while to get used to it, but no reason why he shouldn't. I much prefer a french link lozenge - there are lots like this in different metals and with different cheeks. I would use a slimish one as cobs often have rather large tongues. Being a cob he might also tend to lean, he might feel more like doing it in a softer bit, but that can be fixed with schooling rather than just bitting him up. Good luck, I'm sure his mouth will thank you! (is always worth remembering though that it is the hands that do the damage - light hands and aids on a pelham will be better than heavy hands and aids on a snaffle!).
