What Bit??

Hi all,
My pony is currently ridden in a Waterford 3 ring Dutch gag. I find he really likes the bit, which results in him buying on it too much and over bending. He used to bomb off so this bit was very good at stopping him and leaning. I'm looking at getting a new but and any recommendations would be appreciated. He needs something with brakes and raises his head.

What does your instructor say about improving his way of going long-term rather than relying on metal to put his head where you'd like it?
 
I use a two ring bit and have a similar problem. If he's over bending it suggests to me that the bit is too strong and he's backing off. Do you ride with roundings, a single rein or double reins? Using a double rein might help as you can just use the curb rein when needed. Or try a wilkie snaffle which is a milder gag, I'm tempted with one myself but don't want to keep changing things.
