What Breed?

I am looking around at breeds for my mother, I have a few in mind after doing research but I want to see what breeds others think will suit her.

She wants a dog between 16 and 20 inches.
She likes fluffy dogs but doesn't want masses of clipping and grooming.
Likes exercise but will be calm in the house.
She will happily play with the dog and walk it but not sure she is one for dog sports, she just wants a pet.

Any ideas?
 
Apart from going to rescue a shelter dog, how about:

Pomeranian (or other small spitz), or a Papillon? Both are cute and fluffy, neither needs desperate amounts of grooming, and are fairly energetic but not overly so...
 
we had a tibeten spaniel when i was younger - lovely dog - my great aunt used to breed them :) amazingly also worked with the lurcher back in the days ;) hilarious to see a fluff ball cutting up a hare lol!! but equally they are not dogs who need a lot of exersise :)
 
Border Terrier (NOT a puppy), I know they are more 'bushy' than fluffy but they are excellent companions, especially slightly older ones as they just toddle about with you and are always happy as long as there is a warm spot by the fire / radiator.
 
Firstly please please check out the local shelters, I understand about wanting to know what you'll get as in an unknown puppy could grow to anything, but often they will have puppies in born from a mum who has gone into the shelter so you will be able to see mum and sometimes they'll know the dad, ok it maybe a mixture but if all around the same height then you know what size dog you'll be getting!

But going down the breed line others to consider are:
Schipperke
Tibetan terrier
japanese spitz or any of the spitz dogs really! The Finnish looks to have a lower maintenance coat.
keeshund
Bichon frise
Spaniels - any of them, although the show cockers have high maintenance coats!
 
schnauzer...available in 3 sizes...cool dogs!

Schnauzers are great my ex MIL had one. He was one really cool little dog Use to take him every where including speed boat in Malta and he would jump in to swim with us but at home he was like a an old man just chilled out in his bed. Will

Had a Keeshond myself and the grooming is obscene (made a jumper from the bags and bags we had!) Also, they are quite stubborn and noisy as they were bred to be guard dogs.

Spaniels are going to need serious amounts of exercise!
