what can I do if she wont hand over passport?

Ok bought a pony 2 weeks ago and was given her passport. As I like a bit of background I contacted her breeder. Who said the passport I got is for her sister. They look identical but one is taller and They have different dams but same sire. I contacted the seller who has the sister and explained but she was adamant the breeders wrong. Anyway vet came out to do vaccinations and I asked her to scan the pony to check. Turns out breeder was right and her chip doesnt match her passport. I messaged the seller and she is saying they are the right passports the passport office must of made a mistake with the chips but still offered to swap them. She is now not answering to me. Hopfully she is in work and will contact me later but in the mean time i'm worrying.... if I dont hear from her.. what can I actually do? Where do I go from here?
 
If she does not contact you tonight message her or ring and tell her you are returning the pony tomorrow and you want a full refund .
 
Do you have a receipt for the pony with it's name on the receipt? Who issued the passport?

I would suggest a letter by recorded delivery asking for the correct passport, and open copied to Trading Standards, the PIO and the Horse Passport Team at DEFRA. That should encourage a response.
