What can I use to get a nicer/sleeker summer coat?

I always find it they have a rug on when it’s cool enough/fly rug if too hot as it keeps the horse’s coat laying flat. Also, elbow grease! A good through groom regularly will help. Feed wise, a good feed balancer and adding a bit of either vegetable or linseed oil to the feed will help with creating a shine.
 
is he rugged?

if not its likely that-its not been consistently warm and i would hazard a guess prev owner kept him more rugged.
