what depth of surface over concrete?

Concrete will prevent water soaking away downwards so you will need an additional layer of hardcore and drainage. I suspect a professional installer of manages would suggest breaking up and removing the concerte.

I know a fair few arenas where the surface is straight on top of the concrete. These were laid a good 10+ years ago. Surprisingly they are all drain very well.
 
Having very nearly been paralysed for life (seven separate compression fractures of which four were unstable and had impeded on spinal cord) following a fall onto a school laid on top of concrete I would say don't do it! The surface was a good 12 inches deep bark chippings but it simply didn't absorb any of the impact when landed on directly from above. I also used to find that the surface slipped all over the place and it was very easy for a horse to get down to the concrete if doing anything faster than a sedate trot and you certainly couldn't risk jumping on it.
