What do people mean when a horse is downhill?

Someone said a while ago in a certain picture, pickle looks downhill. I was wondering if anyone could explain this too me, as I am a little clueless in that respect! Feel free to scribble lines on picture below if you want to explain it like that. I know he isn't tracking up properly here but thats all I could say!

It generally means they're on the forehand - put simply, dragging themselves along with the front legs as opposed to powering on through with their hind legs........

I wouldn't say thats an extreme down hill. In basic terms if just means they look like they're going downhill even on the flat. If i had a good pic of Timmy I'd show you, he's bulit downhill at the moment (bum is 2in higher than front but is leveling out)
 
some people describe my mare as downhill because she is croup high.
However she is really active behind and always really steps under herself and tracks up naturally.
So i would say she is built downhill but works really uphill!
 
The way I have been taught is that in downhill the back end is NOT working under the horse effectively and rather pushing the horse on to the forehand - putting all the weight there - adn thus it looks like the horse is dragging its self along

Uphill is when the horse is working from behind, back legs under them pushing the energy up and so weight is moved back on to the haunches and it basically looke like the horse is working with its front end up a bit.
