What do you class as genuinely over or under rugging?

Day 1- A&C light to medium turnout day and m/w Stable rug overnight.
B unrugged day and fleece overnight.
D - rainsheet day and lightweight stable rug night.

Day 2 A&C medium to heavy turnout day and heavy stable rug night
B light turnout day, light stable night
D light turnout day, medium stable night
 
Horse A = MW rug both days.

Horse B = Rainsheet day 1, Unrugged day 2

Horse C = Rainsheet day 1 , unrugged day 2

Horse D = MW rug both days.

The only reason horses B and C would be rugged on day 1 is the lack of shelter, if they had good shelter or access to a feild shelter I wouldn't rug at all.
