What do you think I should do?

We have a sandschool at my yard, in one of the top corners all the jumps are kept so they are back from the track and not in the way and in the corner opposite all the poles are kept, until its been decided this isnt health and safety enough, apparently it all has to be together, so in the corner where all the jumps are the poles now have to be, my horse hates this corner and i've only just got her going past happily, so the poles where moved to this corner and they are literally on the track in the corner the horses hate and if someone is going to fall off this is generally where they land. So i hadnt been told so i moved them back where they used to be before, but i was aked to move them back, which i've done due to apparent health and safety. I personally think its very dangerous and is an accident waiting to happen! Is this really health and safety, surely common sense can see this isnt safe, but the icing on the cake is that there are still poles and planks round the edge of the school on the long sides on the concrete. What should i do are there any pages on this i can print off, anyone heard of this before? Sorry this is so long!
 
I think I'd have a quiet, polite chat with the YM to express my concerns and maybe to offer a workable , safe alternative
