Since it's being done, then yes, that's the way it is being done these days. Is everyone doing it? No.
Many people simply don't know how to constructively lunge. No one has ever taught them and they kinda sorta figure it out along the way and do what they think is best. A lot of people. A lot. Do not know how to lunge a horse properly.
