what do you use to keep flies at bay from mares and foals??

I've been advised that fly masks pose a risk for foals getting caught in them, bit my poor mare hates the flies and now has weepy eyes and is rubbing off all her hairbrush does anyone have any tips? I have Noof oil (non toxic) which I apply but I had wondered if a leather head collar with the old style
Brown band fly veil attached might be safer than abnormal mask? They are out overnight and in during the day so they get some rest from the bigs as we don't have field shelters.....
Any advice gratefully received, my foal is 4 weeks old....
 
I would personally try a fly mask :-( especially if she is rubbing herself a lot. Repellent is ok, but a mask will eliminate them altogether around her eyes.

Just re read my post and chuckled!! Obviously she's rubbing off her hair not her hairbrush!! A brow band fly veil and a normal mask!!! 😂😂😂
