what does microchip number mean??

bought a 1 year old without a passport 2 years ago and when we applied for a passport we got a letter back saying he has one under a different name and colour.
I have no idea where he came from but his microchip starts with 978 and I haven't been able to find anything on that number.

does anyone know what it means?
