What is her name? Is she on their instructor list? If not then she is not a Parelli trainer, just another daft student giving them a bad name. If she is not on the list and is training using the Parelli name and Parelli system (teaching things like the Yo Yo Game etc) then ring the Parelli office and give them her phone number.
If someone is really walking along busy roads with a loose horse then I'm sure a call to the police would get them to have a word in her ear.
Anyway, what's her name? If she's a Parelli trainer her name is publicly available on the Net anyway.
According to the Parelli website there are two female Parelli instructors based in the UK. Alison Jones in Devon and Victoria Crofton Wadham (trainee) in Wales. So I don't know who this lady with the loose horse is, but she could get into very deep water with Parelli by claiming to be one of her trainers. I think you should do the responsible thing and report her to the police.

She walks her mare around the village, although not always, without either saddle, bridle, headcollar, nothing! it usually just walks at her side. Ok so the mare obviousoy trusts her and vice versa, but, hello, its a fairly busy road, and people are getting annoyed!
She even has her climbing the village hall steps!
God know what she thinks when watching me trying to catch my Welshie, never mind leading him from the field!
However, this practice is fine if you don't really want to ride your horse, as she doesn't seem to, personally I'd rather take mine out for a good three hour hack with lots of cantering.

Absolutely, which is why I can hardly believe that she is doing it, and if she is, that nobody has asked the police to have a word with her.
I am not a Parelli student, so don't mistake me as some sort of rabid follower, but when I see these wild stories I always ask for more information, and seldom get it.
