Basicly the owner doesn't want to ride it for you. You can go and see it and what you see is what you get.
Or that it has been lame or just not worked and needs bringing back into work.

That is what I would take it to mean. Prob been out of work for a while, generally rather rusty, unfit and prob a bit of a podge if our load of grass is anything to go by! How long it's been out of work will suggest wether it just wants a bit of work to get it going and fit again, to a start from scratch with schooling etc. Another bloomin' 'doesn't mean anything' term from the world of selling horses!! (see also, 'not novice ride'!!).
Could mean anything up to worst case scenario of lassoing the horse off the field to take it home!!
Dont worry, I ve done that recently and a few years ago and got myself the best horses I ve ever had, cheap that way.
Usually means, owner cannot ride or show the horse for any number of reasons ie nervous of horse and therefore what you see in field is what you get.
