What does the 'P' stand for in RSPCA??

Before I start I would like to point out that I am not expressing my opinion of the events of this week or any previous welfare cases. I am just a little confused about something.

In 2007 the new Animal Welfare Act came into force which I seem to remember was billed by the RSPCA as enabling them to do more about the 'P' in their title - Prevention.

So why is it they cannot remove animals such as were seen this week in a speedier manner to prevent further suffering?

Because, like many Acts passed, it doesn't actually do what it is meant to. All fine in theory, but they fall apart in practice.
 
That's a question I'd like to know the answer too! Whenever I have had dealings with the RSPCA they seem to forget that their duty is to PREVENT cruelty to animals.

Lets not forget that the NSPCC only came into being after someone took an abused child to the RSPCA because there was no equivalent human organisation !!

Oxford dictionary - Prevent - verb 1 keep from happening or arising. 2 stop (someone) from doing something. Prevention - The act of preventing

Well as the horse at Stamford had already been neglected they couldn't really prevent it could they? Although yes they may have prevented further neglect.

You won't have heard about all the "prevention" they have done because guess what ? The animal didn't get abused or neglected! I can see it now the headline in the Daily Mail -

"Shock Horror RSPCA prevents rabbit from sleeping on dirty bed as RSPCA visits Primary School to educate children on animal care"
