For a 15.2 13yr old Welsh cob gelding, lives out 24/7 on average quality grazing in light work?

Phoenix has already dropped quite a bit of weight (teeth are due tho he doesn't seem to be showing any other signs that make me think mouth related as bit/riding is fine and he eats ok, he's also wormed up to date) to the point he's definitely carrying no excess weight and you can easily feel his ribs. And this is summer! He's only in light work due to arthritis so I can't feed anything that will fizz him up but want something to help maintain condition before we hit winter.
I've never had a huge problem before as he's always come in at night & so had hay overnight as well as a feed a day, but now he only gets a 15 minute munch on his hay when he comes in with his dinner, the rest of the time he's out. And I can't put hay in the field as there's 20 odd other horses so that's not an option until proper winter time when the farmer does it for us. I have had to give sugar beet before to keep the weight on but that was in the depths of winter so he definitley isn't prone to being a fatty, but I am paranoid about him getting laminitis.

He currently gets:
2 or 3 good handfuls of hi-fi lite
1 mug Simple Systems blue grass pony nuts
1 scoop feedmark Benevit
1 sachet bute

All mixed together with water, once daily.

Previously this was all he needed and therefore all he got, just so he could get his bute really but it seems like he could use a bit more.
Any ideas on what might be best?

Change the hi fi light for a higher energy chaff such as fibergy or alfalfa, increase the quantity and increase the grass nuts. What you are currently feeding is negligible really for calorie value. o gain weight the hore needs more calories (energy) than it needs for day to day living. So if your horse is losing weight it isnt receiving enough calories (energy).
