What is a 'rotational fall'?

Please excuse me being a bit dim but am I right in thinking it is when the horse falls on top of the rider and rolls?

I have tried to look up a defination on Wikepedia and the internet but cant find a description anywhere.
 
not necessarily falling on top of rider, but yes, horse hitting fence with front legs above knees, or chest, high enough to tip horse over, so it rotates in the air and lands on head/neck/back.
