What is available to stop tail rubbing and mane chewing?

Blue loves to scratch his backside on anything, including me, and is wearing his tail thin - not a good look in a Fell! I know ideally I should post and rail with electric fence but can't afford to do that at the moment. Is there anything he can wear or anything I can do to stop him scratching his bum? He hasn't got sweetitch by the way, just loves a good scratch!

Next problem is his mane, which was just growing back after being chewed off by another horse. Once again it is being chewed off - Chad seems to love grooming Blue halfway down his mane and has nibbled off a good 4 inch section right down to nothing.

So, owt I can do to get Blue's flowing locks returned?
 
Dont know about the mane chewing. But as for the Fell rubbing his tail, try Benzyl Benzoate, Jack some times rubs a bit in summer and a couple of days rubbing B B in soon does the trick, we have used it for years, it a human product available from good pharmacies. (Used for humans with scabies)
 
For the tail, I use a product called "No Rub" although I'm not sure what the company is called. I have the same issue with mane chewing. Try putting the No Rub on the mane section as well, maybe it tastes disgusting? If that doesn't, find something safe with a skanky taste. :)
