Like the title says really.

If the rain has come down heavy onto the fertiliser shortly after spreading thus driving the fertiliser into the ground would it be okay to turn horses out into the field the next day?

2 weeks is the recommended time to leave horses off the field, I doubt heavy rain would drive it into the ground more like wash it away

The rain doesn't wash it away, it dissolves it into the ground. Once it is dissolved and no longer visible, you can graze on it.

i would ALWAYS wait 7 to 10 days minimum. and it gives the grass chance to get going. but also depends on what ferty is applied and the application rate. most have guide lines.
