What is this bit?

My friend rides a pony and he sometimes wears this bit. Anyone know what it is?

Looks like one of the Sprengers...a Waterford Turnado type. The rings are loose but the eggbut part at the sides stops it sliding through the mouth like a true loose ring.

Not sure who stocks them in the UK, we would get them from Germany.
