Yep

Mine would be an exam/ licence you have to take before owning. Loaning and lessons could count towards it and it wouldn't be exactly high level but you'd have to actually sit down and show you understood what a reasonable level of care is.

I think the gelding idea is a good one IMO, apart from the welfare issues it makes good breeders jobs that bit harder because of all the dross out there up for a few hundred quid that has 'sooooo much potential'

Oh and I definitely think you should have to take a test to have a baby. I'm sure 99.9% of people would be fine but it would weed out the idiots
