What size grazing muzzle?

Might have to get Toto a muzzle because he's still too tubby, what size would he need do you think? He's 14.1hh ish, he's got quite a big head though, he's got a cob bridle with a full size browband.
He's also a houdini of the horse world, he's managed to take his fly mask and headcollar off before in the field, do you think he'll manage to get a muzzle off?

I'd get him a full / horse size one as my small Section A pony wears a cob (bucket type). They tend to come up small!

i got my welsh b a cob as the muzzles are small but he got it off within 2 mintues, can you try a friend's before buying one??

Our 13hh fell usually wears a cob! She has a chunky nose.
