what size saddle for a 13.2??

I have a 15" for my mare, who is about that size, but she is quite short through the back, and I am not big. I have come across quite a few 13.2's with 16" saddles, but it does depend on the pony. If you have to have a 15" I would go for something with a forward cut, and a flat ish seat.
 
Get a saddler, it depends on pony. Friend has one that has been fitted with several 16.5" over the years, others may need 14"
 
Def depends on size of pony. Mine is just over 13.3hh and wears a 17.5" I'm a small adult rider and this fits us both fine. He is quite long in the back so not a problem and if I had anything smaller I wouldn't fit in it!
 
I fit mainly ponies for a living and would say that for a 13.2 I probably fit an equal number of 15 and 16" saddles and the odd 16.5", can't think of one in a longer saddle off the top of my head. Get a saddle fitter to show you how to find the back rib (or try yourself, find the rib in front of the flank lower down, track it up, and follow the line once it disappears under the longissimus dorsi back muscle, the saddle can be on it but no beyond it). And bear in mind saddles have different foot prints (ie pane length) compared to their seat size, so it all depends on which model. Also some ponies are best fitted with a smaller seat size to avoid the saddle going up the neck - sometimes Welsh As come into thie category, not so common with larger ponies but it can happen.
