What sort of noseband is this?

It's called a worcester noseband, and each side of the strap fixes around the bit rings.

Yes definately a worcester used to have one when I was little on one of my ponies

I've been told that they keep the bit higher in the mouth and reduce bar pressure, although increase pressure on the nose and add some degree of poll pressure (though I can't quite see the physics for that). Similar-ish to a kineton really, though I think they are better used with either unjointed or lozenge/french link type mouthpieces than those with a single joint
