What state would a horse be in before you call the RSPCA

Half dead for them to do anything about it so wouldn't bother with them, whw instead. And would call if a horse looked poor and no effort was being made to help it.
 
Depends on the situation. If I'd spoken to the owner and knew the horse was under veterinary supervision, it wouldn't be as quickly as if I'd spoken to the owner and they were dismissive/aggressive. I've had both situations before and I reported the 'owner' (they were loaning from a charity) and the pony was taken away immediately (in my case he had no water during the hottest summer in years - 2003 - and was shut into a stable with no company and no view. I was lowering water in a bucket on a lead rope through a small window, as the door was padlocked. Poor pony was a mini shetland, so couldn't see out of the window.

Other situation turned out to be an elderly horse who was skinny as a rake. He seemed happy enough, just very skinny and the owner did listen to people in the end and get the vet (who advised PTS). Same summer, come to think of it. I had quite a year that year...
 
Wouldn't bother with the RSPCA at all. They are only interested in cases that will get them publicity.

WHW or BHS are better. And anyway, calling any welfare group is not a guarantee of any animals being taken off the owner. It may just be the case that the owner just needs educating and the welfare groups will take this into consideration, educate the owner and monitor the situation.

I would never call the RSPCA - they'd be too busy posing to get PR photograph of the dying horse, whilst asking for donations to do anything about it.
Call WHW or the BHS welfare department instead.

I am not trying to defend the rspca in any way as they have been useless for me in the past but they are in the process of having a big shake up in directors and management as aparently they have actually realised people aren't happy with how they deal with things might take a while to actually see some results but maybe it will help.

Never the RSPCA, they are basically a political organisation, and should have the R taken off. I would call WHW if I was really worried, and having sussed the owner out felt they weren't going to be prepared to listen.

Doesnt explain why only 2 weeks ago I was called out to go to a poss neglect case - the RSPCA told the worried caller to contact the BHS (and gave the phone number too) as they were 'too busy and and did not have enough staff to go out' :mad:
