What % sugar in grass is likely to make a horse “footy”...

This is definitely the biggest 'how long is a piece of string' question I've seen in a long time!

My horse needs to look at fresh grass to go footy. Others can chow down no issues

Agree with this.
My old boy could go footy if you stood him on rubber matting painted green. Yet I have a 26 yo mare who (fingers crossed) is yet to have a day being footy in her life.
 
As above, it depends on the horse. I found that NAF haylage balancer and, to a lesser degree, PinkPowder, made two of ours footy. The third was absolutely fine on it.
