What the Hell is a 'ligament drop'?!!!

I am looking for a project horse to work on over the winter and have come accross one that i quite like the sound of, except for this line;

"has a ligament drop to hind fetlock but does not affect his work just noticable to the eye! Recently passed vetting"

What the hell is a ligament drop? She said that he had had an accident as a foal and as a result has a one back ligamanet/joint which is 3 inches low than the other one but that he is 100% sound and it is a cosmetic flaw - what the hell is this - any suggestions?
 
Bargepole comes to mind...
Basically the fetlock has collapsed towards the floor so the pastern is almost horizontal- My friend's shire x had this and it turned a fit competition horse into a hack Then 2 years later she had to be PTS as the fetlock got so low it was almost touching the ground

Damaged ligaments will always be a weakness and if the fetlock is dropped it will put excess strain on other parts of the leg/body and increase the chance of injury in those areas. I'd steer clear personally.

Usually you see this in geriatrics, but if the horse in question "had an accident", it sounds like the suspensory ligament was very badly damaged. I'd go with the bargepole opinion too. It passed a vetting - could have just been looking at its eyesight and wind so ignore that statement.
