what to do to build muscle..

on the neck(lower and upper part) and just behind the wither, as you can see he needs a bit more muscle here but im not really sure how to go about it

Definitely doenst need any muscling under the neck, its already a bit over developed. You need to ask for long and low, rounding of the back and engagement on the hind quarters to help build the topline. At the moment this looks like a horse that runs along with its head in the air.
 
Long and low work I would suggest.

With my boy Ive been getting him to work firstly as relaxed and loose as possible, then concentrating on getting him working from behind, and aiming for impulsion rather than speed so he actually works!

I also found the right feed made all the difference, my boy is on TopSpec now.

Edited to say: Your boy looks like he has an upside down neck, ie too much muscle underneath, you need to get him to relax into a contact and get his head down.
 
he does completely the opposite-he tucks his head under and pulls like a train. dont mean to sound ignorant but what does 'long and low' mean?!

Lots of work in correct outlines, lots of suppling work, forward and round work, changes of pace, length of stride, tempo etc. Also hill work, plenty of grass and turnout, patience and time. That is what builds muscle! Also jumping is good.

Essentially it takes a lot of hard work but is worth it when you horse becomes strong enough to do exactly as you need and progress through the levels!!

Dont forget to increase his feed as muscles need food to grow. Long and low is head low (this horse has a high head carriage which is why his neck is built up underneath). when the head is low his body is longer and he uses his muscles in his back. If he has a high head carriage he will be hollow in the back and wont develope any muscle there.

Long and low means he is stretching down and taking up the contact low down - it looks odd, as if he is very pokey nose, but it also means he is working from behind........softly.
I am terrible trained, taught to grab and kick - not good, but am hoping to improve, and since U love her too, it will happen.,.....watch my pics and pick me apart - seriously, I want to grow.....
 
thanks guys-yeah he does go on the lunge-will this help?he already gets a heap of food-flippin tb!

You could try lunging him in a chambon if you have one, this will encourage him to work long and low. Or attach side reins from his bit to his girth, quite loose to start with then gradually tighten once he starts to stretch down until he's in a slightly rounded deep outline. Work mostly in trot doing this and only do for short periods to start with until he gets used to it and gets stronger.

Also when you ride him you could start off with loose reins, walk round a few times then instead of shortening the reins to start work ask him to round whilst his head is stretched down, then gradually do movements and transisions trying to keep his neck long and head down and relaxed.

He is probably what they call swan neck (hollow in back, high head carriage and head tucked in) I had a horse that did this to evade the bit. Managed to get him long and low and all his muscle built up on top of neck instead of underneath. good luck........
