what to do with a very itchy horse... help!

I feel for you, we have a cat who is allergic to grass, weeds and pollen and this year is the worst he has ever been, we just cannot stop him scratching sores on himself no matter what we do. He has anti-allergy injections every month sent over from Holland which he has been having for several years now but he is still scratching like mad. I have also had allergic reactions this year as the pollen count has been so high.
