What to do with dry/poor skin?

I've got a 23 year old Sport Horse who has always suffered with sensitive skin and a very fine coat.
He gets incredibly flakey skin all over his body, particularly noticeable where his coat is thin. His face is the worst - he gets a build up of grease, grime and flakey skin which builds up so, so fast. I've tried leaving it alone, but the hair on his face just falls out. I've tried washing it daily/once a week with a very gentle shampoo, just water, an oatmeal shampoo... it just builds back up within a matter of days.
I've tried some highly recommended oil based/water based hair growth/skin health products.
I'm wondering whether to try a supplement or if anyone has any pearls of wisdom?
He is not itchy or uncomfortable with it, no sweet itch symptoms, doesn't rub his mane out...it actually doesn't bother him, but it means his coat looks starey and dull and when im grooming i just end up brushing flakey skin through his coat!

Do you feed micronised linseed? If not , I'd try that and a good skin/hoof supplement.
Has he had a Cushing's test recently? That can cause odd skin problems.
Basically this I feed linseed to both my horses great stuff and my cushings horse can get flaky dry skin, his better no though as his on prascend so would definitely test if you haven't already.

This is really interesting I wonder if Cushings is related to mallanders in cobs I’ve tried every treatment vet topical and supplements I will test for this Thankyou for pointing this out
