What to feed?

Just wondering if people could advice me how much hard feed my horse should be getting:

15.1hh, 14yr old lightweight cob
Currently fit - I'd say he'd definitely score a 3 for condition. He has no fat on him and is well covered in muscle
He's out from 7am-7pm daily in a paddock with limited grass (to keep his weight down) and has a mineral lick to help supplement his forage.
When he's in he'll have 2 haynets overnight
Workwise, he's exercised 6days a week - mixture of 40mins light hacking, 45mins schooling and lunging. He competes between once every 2 weeks or months in Prelim/Novice dressage.

How much hard feed do you think he requires? He's on minimal hard feed at the moment - just enough twice a day to have some garlic and cod liver oil. However I've noticed that in these hot days he seems a little lethargic and was wondering if I'm under feeding him? He's a good doer and puts on weight very easily (hence why he goes in a paddock with v.short grass). Thanks
 
If he were mine, he would be on either TopSpec Light, or a half ration of TopSpec Comprehensive. Maybe with a handful of chaff, no garlic or oil - We have always fed oil as a conditioning feed.
 
I've never used TopSpec - how much would that equate to? He gets like 1/4 scoop of pony nuts at the moment (the yard has it's own standard feed which is included in my livery price). He has the garlic as he suffers bad fly allergies (he wears fly rugs when out and summer sheets when in) and I added cod liver oil to his diet to help try and prevent onset of arthritis.
 
Sounds about the same as my cob, mine is in slightly more work with hacking around 2 hours 5 times a week and an hour lesson once a week.

He gets a scoop of Good Doer and a mug of Baileys low cal plus Speed-beet twice a day; Oil as well because he on a fairly sparse small paddock with my two little natives!
