Its a cecil smith gag. Used like some people use a cheltenham gag but you can only use one rein. With a cheltenham you should really use two reins, but many people dont!

Similar, in that the rings arent complete but a duncan has got a straighter cheek and not so much of a ring. Not sure if that makes sense!

Yea makes sense. Sorry, my bad! A guess that because of the open side it may be the same name, but yea, think the duncan is kind of half square shape? And not loose ring??

Actually I saw a very well known show rider 30 years ago ride at Wembley using a wire mouth gag as a bridoon on a double bridle. They used to be known in this country as "hack over check" bits.
